OK, but why break something that worked, and was logical, and force this extra step?
Now, instead of being able to plan everything up front, I have to hunt for the start of each phase in a calendar UI that’s already broken. This is not an improvement.

Exactly. It was great to set the weekly flow from one page as the plan was being built.
Q: how close are we to finally getting outdoor rides to feed into progression levels? This feels like a baby step in the right direction, but it’s a feature that’s been teased since 2021 so how much longer are we talking?
I just reported it in the intervals.icu forum, but what’s in TrainerRoad doesn’t match on the intervals side, as the API returns the workout that was suggested before this was converted to a solo or group ride. Can you please ask the engineering team to take a look at it?

But my solo/group rides are mostly random, so I can’t schedule it into my plan builder. So how do I incorporate them? I can manually add them to my calendar but I don’t see any guidance or progession level. Also won’t it just be the same as usual outdoor rides with estimated TSS? (if have power data)

It sounds like in your case it may just be better to keep doing what you’re doing if they are mostly random
If you were to have a group ride on a given day every week, then this feature would make more sense as you’d program it as a fixed Group/Solo Ride for that day.
Group/Solo Rides won’t affect your Progression Levels, only TR Workouts will at this time. But as @ming mentioned in the original post, Group and Solo Rides work with Red Light Green Light!
If a Group or Solo Ride happens to fall on a Red or Yellow Day, they’ll adapt accordingly. Hard Rides will adapt to be Easy Rides, and any ride will adapt to a Rest Day.

Will solo and group ride data be used for progress levels or FTP detection? Could AI be used to match the ride to the workout it most closely resembles? My steep rolling hill terrain doesn’t allow for outdoor workouts to be performed all that effectively especially longer intervals, so I tend to just skip the planned workout on days I ride. It would be great if the training plan would adapt accordingly. For example if the hard solo ride resembles a VO2 max workout my plan is adapted to replace the already scheduled VO2 max workout with something else.
At this point, yes to AI FTP detection, and not to Progression Levels
I’m sure that this is a dumb question but I just want to confirm:
I have been using a Low Volume plan and doing all three rides during the week and then adding a group ride and a solo gravel ride on weekends.
With this change, I should move to a Mid Volume plan with the two weekend rides a a part of the plan.

Correct. Both the name and tss are wrong when exporting the workouts.
