Factor likely has this listed only so that they can appease the UCI’s rules about how bikes that are races by the pro’s must be commercially available as well.
So what probably happened is Factor made a few special track bikes for their racers and they don’t plan to bring them into production. So they offer it at an astronomical price tag and either (a) no one buys it so they don’t have to make any more or (b) someone with really deep pockets orders it and it’s worth it to make another one-off frame

I mean that is basically normal for the high end track bikes. The lotusxHope, look, FES, etc. Are all super expensive and no one outside of the federation that has a contract uses them. They are also only ridden in competition, because everything is proprietary and super expensive to service and replace.
