Yes. 95% of available sodium citrate products on the market, and 100% of them targeted at chefs as an emulsifying ingredient, are trisodium citrate. It’s so predominant that most folks and companies (us included) don’t call it trisodium citrate, but rather just sodium citrate. Good question, and important note to clarify.
