TrainerRoad to Garmin data

Why does Garmin knock down my TrainerRoad rides?? Speed and distance are always about 10% less

10% less than what, Strava?

If so, are you using the Virtual Speed and Distance option for Strava?

That option only applies to Strava, so if you sent to Garmin directly from TR, it will have the old style Speed and Distance per the trainer.

I’m using a kickr bike. I set the virtual power which fixed it to Strava but not Garmin connect

That makes sense because TR is only sending that Virtual Speed & Distance data to Strava, not Garmin.

The only way to get that same VS&D in Garmin would be to import to Garmin Connect via Strava, not TR.
