I’ve been cycling for about a year now and just noticed today that a lot more veins are visible in my arms and legs. Is this a result of fat loss or increased vascularization of muscles?

Increased vascularisation.
I would have said it’s because you’re getting ripped and to keep up the good work!
Fat loss for sure.
Probably a bit of both. Likely they’ll be more prominent post-ride when you’re a little dehydrated.
Fat loss. You’ll get a more noticeable pump once you get blood flowing through those areas and when stepping out of a hot shower.
It’s more than likely due to an extreme reduction of subcutaneous fat in both arms and legs. I have gone through a similar process. I have gone from 246 lbs down to 173 lbs over the past two years and the veins on my arms are ridiculously highly-visible and prominent all the time. On the calves as well as my rectus femoris muscles. I do believe that is definitely a good thing as you are likely getting leaner.
That would be down to fat loss.
